MOIA steckt im Tal der Smile Curve. Herausführen kann es der Nahverkehr.MOIA is stuck in the dip of the smile curve. Public transport can lead it out.
Volkswagen is reportedly weighing an exit from MOIA, and Uber and Lyft are said to have walked away as investors. I read it as a question of position: who sits at which end of the value chain, who carries the utilisation risk and which customer pays for integration.
In Hamburg, where I live, MOIA is known as a shared shuttle. Since 2019 its minibuses have picked up passengers heading the same way. Since July, MOIA has been running something else here: up to ten autonomous ID. Buzz vehicles, carrying passengers in parts of Winterhude, Barmbek and Wandsbek. A trained safety operator is still on board. Rides are booked through the MOIA app and soon also through hvv switch, the app of Hamburg’s public transport association. Since late September the autonomous ID. Buzz has also been carrying invited passengers in Orlando, together with the shuttle operator Beep. For a European provider, that is, soberly speaking, well ahead.
A good two months after the Hamburg launch, manager magazin reported that the search for an investor had failed. Uber and Lyft, who had been in talks as investors, were said to have walked away, partly over whether payment should be per kilometre or per vehicle. Shortly afterwards, WirtschaftsWoche reported that Volkswagen was weighing an exit. The numbers behind this are serious. VW has put around two billion euros into MOIA, at least another billion is said to be needed, and a commercial outlook only opens up in the 2030s. The report names a technology partner as one option and a sale to Uber as the fallback. Shutting MOIA down would mean a write-down in the billions.
The reflexive German reading is ready to hand: once again we are losing a race for the future. “And Moia? Probably going to be wound up,” WirtschaftsWoche writes in its teaser. The sentence says more about our relationship with innovation than about MOIA. Still, it has a point. VW is in the middle of a cost-cutting programme, and a billion euros for a business of the 2030s is hard to justify there.
Shih meinte die PC-Industrie.I think the real story is a structural one. In the early nineties, Acer founder Stan Shih described the smile curve. Plot an industry’s value chain from left to right and most of the value is created at the ends: technology and development on the left, brand and customer access on the right. In the middle, in manufacturing and assembly, little sticks. Shih was talking about the PC industry.
At MOIA, the constellation is strikingly similar. The driving system has so far come from Mobileye, the Israeli specialist Intel bought in 2017. Intel already sat at the left end in the PC world. Rides are booked with Uber or with the transport operator, at the right end. In between lies what MOIA itself offers: vehicle, driving system and the software that steers and runs a fleet, all from a single source.
It is currently open whether the left end stays as it is. According to Der Spiegel, VW plans to rely on the British start-up Wayve for autonomous driving in passenger cars, and a technology partner such as Wayve or Nvidia is being considered for MOIA. The report is unconfirmed. It changes little about MOIA’s position. The core of its own offer comes from outside, and so do its customers.
Then there is the dispute on which the talks are said to have stalled, among other things. Per kilometre or per vehicle translates as: who carries the utilisation risk? If payment is per vehicle, the platform also pays for the car that stands empty at night. If payment is per kilometre, the provider carries the risk of the empty car. From the platforms’ point of view the answer is obvious. Uber already counted around 20 autonomous driving partners in 2025, raised its commitment to Lucid in April to at least 35,000 robotaxis and plans to test with the Chinese provider Momenta in Munich. Lyft bought FreeNow in 2025 and wants to bring Baidu robotaxis to Germany and the UK. Whoever has twenty suppliers will not take on the utilisation risk of any single one.
„Pro Kilometer oder pro Fahrzeug“ heißt übersetzt: Wer trägt das Auslastungsrisiko?“Per kilometre or per vehicle” translates as: who carries the utilisation risk?
That is as far as the smile curve goes. It does, however, contain a condition, and that condition decides MOIA’s fate. Shih was describing a mature industry in which components were standardised and interchangeable. In 2003, Clayton Christensen and Michael Raynor described how early markets work: as long as a product still falls short, the advantage lies with the providers who build the whole thing from a single source. Only once it is good enough do the parts become interchangeable, and value moves to wherever something is still scarce. Robotaxis are right in this early phase. Waymo, the market leader, develops its own driving system, builds the service around it and reached around 400,000 paid rides a week in February. In this market, the middle is where the winner is being decided right now.
Uber integriert lieber selbst, und zwar Lieferanten.MOIA has the right instinct for this phase. Its offer is integration. Christian Senger, head of the responsible VW unit ADMT, calls it the system provider approach: vehicle, fleet control, software and sensors as one package. The weakness lies elsewhere. An integrator that buys in the hardest part needs a customer who pays precisely for the integration. Uber prefers to do the integrating itself, and what it integrates is suppliers.
The customer who would have to pay for it sits in public transport. In Hamburg, the transit operator Hochbahn leads the ALIKE project, and MOIA supplies the software for operations and ride-pooling. The city has agreed with the federal government to put up to 10,000 autonomous shuttles on the road by 2030. They are meant to make the Hamburg-Takt work: a public mobility offer for everyone within five minutes. Private bus companies, according to their association’s estimate, will be short of around 87,000 drivers by 2030. And in the US, MOIA carries its first passengers with Beep, a provider of autonomous shuttles for public transport. Together they plan to put up to 5,000 autonomous vehicles on the road over the next decade, with a focus on public transit. Transit operators need vehicle, driving system and operations from a single source. That is exactly what MOIA sells.
And the question that reportedly tripped up the talks with Uber has been settled there for decades. German public transport has the gross contract. The public transport authority orders a service and pays the operator for it, essentially regardless of how full the vehicles are. The fare revenue, and with it the revenue risk, stays with the authority. Per kilometre or per vehicle is not a question of power there, it is everyday contract practice.
Daraus folgt meine Empfehlung. Hence my recommendation. VW should position MOIA as a system partner to public transport, first in Germany and Europe, where public transport is organised through transport associations and authorities. Uber is welcome to keep the bookings in the US. Selling MOIA to Uber now means selling the part public transport needs most urgently to the customer who needs it least.
The road is hard. Public customers buy slowly, the landscape is fragmented, funding depends on budgets, and as long as a safety operator rides along, every operation needs subsidy. The billion is still needed. In return, the business case becomes more predictable and gains a customer who pays for what MOIA can actually do.
It is quite possible that in a few years autonomous shuttles made in Germany will drive through Winterhude, steered by bought-in software and booked through the transport association’s app. To the reflexive reading that would be the next defeat. I would call it a success, as long as MOIA runs the operation in between.
MOIA steckt im Tal der Smile Curve, solange es Plattformen beliefert, die zwanzig Lieferanten haben; als Systempartner des Nahverkehrs, der Fahrzeug, Fahrsystem und Betrieb aus einer Hand braucht und das Erlösrisiko vertraglich geregelt hat, säße es dort, wo dieser Markt gerade entschieden wird.MOIA is stuck in the dip of the smile curve as long as it supplies platforms that have twenty suppliers; as a system partner to public transport, which needs vehicle, driving system and operations from a single source and has long settled revenue risk by contract, it would sit where this market is being decided.
Drei Fragen, drei Antworten.Three questions, three answers.
Was macht MOIA?What does MOIA do?
Since 2019 it has run a ride-pooling service in Hamburg in which passengers heading the same way share a ride. Today MOIA describes itself as the provider of a turnkey solution for autonomous mobility: the autonomous ID. Buzz AD, a driving system (so far from Mobileye), software to steer and operate fleets, for transport operators and mobility platforms. Since July 2026 up to ten autonomous vehicles have carried passengers in Hamburg as part of the ALIKE project, and since late September 2026 in Orlando together with Beep, in both cases still with a safety operator on board. In April 2025, Volkswagen and Uber announced a partnership for Los Angeles. In September 2026 it was reported that the search for an investor had failed and that Volkswagen was weighing an exit.
Was ist die Smile Curve? What is the smile curve?
A model that Acer founder Stan Shih described for the PC industry in the early 1990s. Plot the stages of the value chain from research and components through manufacturing to brand, sales and service, and a smile appears: a lot is earned at the ends, little in the middle. The model describes mature industries with interchangeable components. In early markets, where a product is not yet good enough, Clayton Christensen and Michael Raynor argue that the advantage lies with the providers who bring the parts together. For robotaxis this means the middle, integration and operations, is currently worth more than the curve suggests.
Why is payment per kilometre or per vehicle so contested?
Because it decides who carries the utilisation risk. With payment per vehicle, the platform also pays for vehicles that stand idle. With payment per kilometre, the vehicle provider carries the risk of low demand. Platforms such as Uber or Lyft work with many providers in parallel and have little reason to take on the risk of any single one. In German public transport, the question is settled by the type of contract: under a gross contract, the public transport authority pays for the service it orders, receives the fare revenue and carries the revenue risk itself.
